What is the best search or aggregating software for podcasts?

The top 2 podcast directories are iTunes and Stitcher. But iTunes and the iOS podcast app are the largest by far. Then there are dozens of mobile apps that allow you to subscribe to podcasts.
The answer to your question depends on whether your referring to a podcaster choosing the best directory to list their show in or if you mean the best place to discover and listen to podcasts.
If you are a podcaster putting your show in a directory then the iTunes is the answer. iTunes is the best place to list your podcast for a number of reasons. iTunes and the iOS podcast app delivers the most downloads by far. But also, most podcast apps pull from the iTunes directory so if your listed in iTunes you will automatically be listed in apps like PocketCasts, DownCasts, ect.
If your question is what is the best software for consuming podcasts then the question is a little harder to answer. Stitcher is a big one but they compress the audio so you don’t get the original sound quality that you do using other apps. There are literally dozens of apps that you can choose from and it comes down to personal preference.
My favorite Podcatcher software is Pocket Casts. I like the user interface the best out all the apps I’ve used.
